Quantitative management requires organizations to author and tailor a standard development process and indicator set. However the method of  authoring and tailoring is not well defined. In this paper, we propose a framework for authoring and tailoring software development processes with quantitative management. The framework systematically organizes organization/ project-level procedures for planning quantitative management. In addition, we developed a system based on the framework and evaluated it.
